"Three systems for the romanization of Chinese characters prevail in this country, viz., the (1) Inland Mission System, (2) the Wade-Giles System, and (3) The National Language Romanization System. Such systems, though good for phonetic purpose, are not applicable to the romanization of places in China, in which respect the Postal Romanization is the only one enjoying a wide circulation in various circles as may be seen in newspapers, periodicals, maps, charts, books, writings, dictionaries, etc...With such a book in hand, one will have no difficulty to find out the standard romanization for (1) names of people, (2) names of places and (3) the accurate sound of every character." (from the preface).
